The United Nations may not be the best forum for global climate treaty talks after the Copenhagen collapse, said a top U.N. climate envoy. After failing for years to reach a deal among 200 countries, negotiations will shift to more informal talks among a smaller number of key nations in a “double-track system,” said special U.N. envoy Gro Harlem Brundtland on Tuesday.
