MOSCOW — Russia warned the West today against supporting Georgia's leadership and called for an arms embargo against the ex-Soviet republic nation until a different government is in place. Foreign Minister Sergey Lavrov's remarks are likely to anger the United States and Europe and enrage Georgian President Mikhail Saakashvili. He made it clear Moscow wants Saakashvili out of power in Georgia.

The U.N. chief delivered a hard-hitting critique of lethargy in the ranks of the world body during a retreat for senior U.N. officials in Turin, Italy, late last month. He said that on assuming his job at the beginning of last year he discovered that
"there is bureaucracy ... and then there is the U.N. We waste incredible amounts of time on largely meaningless matters."
Several U.N. staff members told Reuters they found Ban's comments surprising, since they appeared on the surface to be an admission that he lacked authority as a leader.

Green activists 'are keeping Africa poor'
Western do-gooders are impoverishing Africa by promoting traditional farming at the expense of modern scientific agriculture, according to Britain's former chief scientist.
Anti-science attitudes among aid agencies, poverty campaigners and green activists are denying the continent access to technology that could improve millions of lives, Professor Sir David King will say today.

The Power of Brainwashing
The threat of global warming is so great that campaigners were justified in causing more than £35,000 worth of damage to a coal-fired power station, a jury decided yesterday.
In a verdict that will have shocked ministers and energy companies the jury at Maidstone Crown Court cleared six Greenpeace activists of criminal damage. Jurors accepted defence arguments that the six had a ''lawful excuse'' to damage property at Kingsnorth power station in Kent to prevent even greater damage caused by climate change.

California
VALLEJO, Calif. -- Mayor Osby Davis, who has lived in this waterfront city across San Pablo Bay from San Francisco for 60 of his 62 years, says: "If you have a can that's leaking two ounces a minute and you put an ounce a minute in it, it's going to get empty." He is describing his city's coffers.
Joseph Tanner, who became city manager after this municipality of 120,000 souls was mismanaged to the brink of bankruptcy, stands at a whiteboard to explain the simple arithmetic that has pushed Vallejo over the brink. Its crisis -- a cash flow insufficient to cover contractual obligations -- came about because (to use fiscal 2007 figures) each of the 100 firefighters paid $230 a month in union dues and each of the 140 police officers paid $254 a month, giving their unions enormous sums to purchase a compliant city council.
So a police captain receives $306,000 a year in pay and benefits, a lieutenant receives $247,644, and the average for firefighters -- 21 of them earn more than $200,000, including overtime -- is $171,000. Police and firefighters can store up unused vacation and leave time over their careers and walk away, as one of the more than 20 who recently retired did, with a $370,000 check. Last year, 292 city employees made more than $100,000. And after just five years, all police and firefighters are guaranteed lifetime health benefits.
Nice work if you can get it, and you can get it in many places:
San Francisco recently reported that 184 of its employees made at least $30,000 apiece in overtime in the first half of this year. A nurse at the county jail made $128,000 in overtime, putting him on track to top his total 2007 compensation of about $350,000...

Island fourth grader suspended for using broken pencil sharpener
A 10-year-old Hilton Head Island boy has been suspended from school for having something most students carry in their supply boxes: a pencil sharpener.
The problem was his sharpener had broken, but he decided to use it anyway. A teacher at Hilton Head Island International Baccalaureate Elementary School noticed the boy had what was obviously the blade commonly found in a child's small, plastic pencil sharpener, the deputy noted.
The boy -- a fourth-grader described as a well-behaved and good student -- cried during the meeting with his mom, the deputy and the school's assistant principal. He had no criminal intent in having the blade at school, the sheriff's report stated, but was suspended for at least two days and could face further disciplinary action. [?!]
District spokesman Randy Wall said school administrators are stuck in the precarious position between the district's zero tolerance policy against having weapons at school and common sense...

Some States Seek Integration Path for Illegal* Immigrants
Behind the national debate over illegal* immigration, a handful of Democratic governors are mounting a quiet offensive to integrate, rather than repel, illegal* newcomers.
The governors of Illinois, New Jersey, Massachusetts and Washington have signed orders that make illegal* immigrant integration a priority for their states, focusing on language, job and citizenship training as well as access to services, such as health care and public safety, for illegal* immigrants.

The Palin Rape Kit Myth
“Palin’s Town Used to Bill Victims for Rape Kits” was headline on a Thursday USA Today news story.
Reporters Ken Dilanian and Matt Kelley used a 2000 quote from former Wasilla Police Chief to blame Palin for an outdated, now illegal policy she never supported.“In the past, we’ve charged the cost of exams to victim’s insurance companies when possible,”
former chief Charlie Fannon told the Mat-Su Valley Frontiersman in 2000 as then-Democratic Governor Tony Knowles was signing legislation to make local police branches cover the costs of the kits.
“I just don’t want to see any more burden on the taxpayer,” Fannon said at the time, which was reprinted in the USA Today. Fannon went on to say that he believed the criminal should be held responsible for the costs.
USA Today did not reprint those quotes from the interview.

Pentagon memorial to 9/11 victims to be dedicated Thursday
.
is already attracting survivors, family members and friends.
200 feet from where it crashed. It will never be closed to visitors.
Today, President Bush will lead the ceremony dedicating the first national memorial to the victims of that tragic day when four planes were hijacked and nearly 3,000 people were killed. The memorials at the site of the World Trade Center towers in New York and in Shanksville, Pa., where one plane crashed in a field, have been delayed by arguments over construction costs and design.
The two-acre memorial at the Pentagon -- with 184 steel-and-granite benches, each engraved with a victim's name -- is about 200 feet from the crash site, oriented along the plane's flight path.
Unlike Pentagon tours, which can only be booked by groups through reservations made at least two weeks in advance, the memorial will be open to the public 24 hours a day, seven days a week, starting at 7 tonight.

'How Good a 'Mom' Can Sarah Palin Be?'

And you should be guilty too for recommending her for the post. This is the new theme as demonstrated by Liz Hunt of the Daily Telegraph and repeated by others that seem to have a new found problem with successful mothers:

Bush offered Palestinians a state, and they refused
An important anniversary has passed with scarcely a mention.
In 2002, President Bush turned American policy in the Middle East in a new direction. In a groundbreaking speech, he announced that the U.S. would support the creation of a Palestinian state if only the Palestinians first choose "leaders not compromised by terror." [snip]
"This moment is both an opportunity and a test for all parties in the Middle East: an opportunity to lay the foundations for future peace; a test to show who is serious about peace and who is not."He was right. It was a test. And now it's time to be candid about the results.
Israelis, Americans and Europeans are serious about peace. The enemies of Israelis, Americans and European are serious about defeating Israelis, Americans and Europeans. It's as simple -- and as complex -- as that.

Freedom of speech is under attack
Freedom of speech is under attack. Let us count the ways.
The first and most obvious: Those who criticize militant Islamists -- from novelist Salman Rushdie to Danish cartoonists to memoirist Ayaan Hirsi Ali -- are routinely threatened with deadly violence. It would be black humor to say this is having a chilling effect.
The second is "political correctness." On campuses and within Western governments it is increasingly taboo to label terrorists who slaughter in the name of Islam "Islamist terrorists." In Canada, "human rights commissions" attempt to enforce this taboo by putting such writers as Mark Steyn and Ezra Levant on trial for the "crime" of quoting Islamists accurately and thereby casting them in an unfavorable light.
But it is the third approach that could be most consequential for Americans.
It's known as "libel tourism" and here's how it works: A book published in the United States names an individual abroad who supports terrorist groups. That individual -- let's say he's a Saudi petro-billionaire with a home in London -- goes online and orders a few copies, which arrive in the mail. He takes those books to a British attorney who files a lawsuit complaining that his client has been libeled.
The billionaire knows it will be much easier to prevail in the U.K. than it would be in an American court, where the First Amendment and decades of case law provide free speech protections. (Under English law, by contrast, the burden in a libel case is on the defendant to prove his innocence -- often impossible...

The truth, conceded Professor Ross Garnaut last week, is that it really is cheaper for Australians to do nothing about global warming. And, no, it's not immoral to figure there's no point spending big money to "stop" this warming when it won't make a blind bit of difference.
No wonder the Rudd Government refuses to comment on Garnaut's latest report, released on Friday. Much of the argument for its grand plan to make us slash emissions from 2010 has just been destroyed.
I guess it's just hoping no journalists, most of whom are warming believers, will care to notice what Garnaut has just admitted through gritted teeth. As far as I can tell, only the Daily Telegraph's Piers Akerman has drawn the unmistakable conclusions...

The Europeanization of the Democratic Party
This enduring national consensus, however, collapsed during the “Perfect Storm” of the 1960s when a toxic brew of social, military and political convulsions tore gaping holes in the fabric of our national life - self-inflicted wounds that remain unhealed to this day.
Out of this turmoil there emerged a powerful body of left-wing opinion and activism that turned the old national consensus upside down. Rejecting Henry Clay’s “my country - right or wrong,” the left substituted “my country - always wrong.” More extreme elements declared their country to be the most oppressive society in history - racist at home and imperialist abroad - while discovering sublime virtues in genocidal tyrants from Mao Tse-Tung to Pol Pot.
While this raging ideological virus infected in varying degree a wide range of American institutions - e.g. media, academia - its principal victim was the national Democratic Party.
In less than a decade the party that boldly sponsored the Berlin airlift, the Marshall Plan, and the NATO alliance went from the confident activism of the hawkish John Kennedy - “pay any price, bear any burden to assure the success of liberty” - to the “Blame America First” defeatism of George McGovern - who aptly themed his 1972 acceptance speech as “Come Home, America.”
Betraying allies in Vietnam, ignoring genocide in Cambodia, accepting communist aggression from Angola to Afghanistan, and bowing to humiliation in Iran, America’s defense of liberty abroad was reduced to Carter’s pathetic gesture of boycotting the Moscow Olympics.
The sorry Democratic mismanagement of both economic and foreign policy led to a series of landslide Republican presidential victories and finally a decade of GOP congressional dominance. Yet, amazingly, none of these severe reality checks halted the Democrats' steady leftward drift...[snip]
Today the elitists who dominate the Democratic Party have embraced the “New Europe” and its worldview. Reparations Rising
At the root of reparations is the idea of "repairing" or the insurance theory of "making one whole." Making one whole means, literally, restoring one to the pre-tort status that person or entity enjoyed. In other words, reparations is an un-winding of events and restoring order financially. [snip]
Theoretically, to make reparations absolutely fair, those African Americans who have struck it rich (white liberals would call this "winning lifes's lottery") would have to pay the rest of the American citizens the difference between what their net worth is now and what it could have reasonably been without them living in this country.
In other words Oprah, Michael, Bill Cosby... get out your checkbooks. Uh, you too Jesse Jackson and Al Sharpton and Jeremiah Wright.
Of course, this will never happen. The reparations crowd wants to "acknowledge the tragic parts" of our history while conveniently forgetting that America is the nation that has provided the most opportunities to it's citizens, regardless of the circumstances of their arrival.
And the proof? Well, there are no walls keeping folks in America (or out for that matter, but that's another issue).

My Preferences
By Ward Connerly
A few days ago, Sen. John McCain gave his support to our effort in Arizona to prohibit preferences through a constitutional amendment. In explaining his reason for doing so, McCain said, “I have always opposed quotas.” Instantly, Sen. Barack Obama pounced.
Speaking at a convention of “journalists of color” Obama said, “I am disappointed that John McCain flipped and changed his position. I think in the past he had been opposed to these kinds of Ward Connerly referenda or initiatives as divisive. "
Having been thrust into a presidential campaign, it is appropriate for me to offer my thoughts.
Over the past ten years, no American president, Congress, legislature, or governor has acted to eliminate preferences — in other words, to enforce the 1964 Civil Rights Act, which commands the government to treat us all “without regard to race, color, national origin or sex.”
In response, I have led the national effort to enforce the act through ballot initiatives in states that allow them. I find it interesting that the only people who consider such initiatives “divisive” are the ones who oppose them.
Such people never seem to find preferences themselves “divisive.” Apparently, as long as those who are harmed by such policies — and those who believe preferences are fundamentally wrong — keep their mouths shut, sweet harmony will ring throughout the land...

"The initiative saved about 30 million pounds of steam, which translates into the equivalent of 2,000 metric tons of carbon dioxide," she said. [water vapor represents ~96% of 'green house gas' in the atmosphere - or didn't they mention that?]
Carbon dioxide is the main industrial gas blamed for trapping heat in the atmosphere like a greenhouse and causing global warming. [cute: I was going to write 'false' re: carbon dioxide being the 'main' gas blamed for trapping heat - that's methane, from livestock, not by tonnage but by effect -- but I noticed they slipped a little 'industrial' in there to keep the statement technically correct while leaving a misleading impression. They can be so clever]
The experiment will end, however, before world leaders descend on the United Nations for their annual ministerial meeting the week of Sept. 22.
[that would make it a publicity stunt, not an experiment {they're still not quite down with this 'science' stuff}]

FLORIDA ELECTRICITY COSTS SKYROCKET AS UTILITY INVESTS IN SOLAR
Florida Power & Light (FPL) customers are being hit with a 16 percent hike in electricity prices as the utility company invests more heavily in solar power. FPL's ongoing solar investment appears [appears?] to violate a state law requiring utilities to provide power from the least-expensive available source.
Responding to loud complaints from schools forced to spend increasing shares of their budgets on steeply rising energy costs instead of educational tools, state regulators have taken the unusual step of imposing half the rate increase in August 2008 and the other half in 2009.
Residential customers won't get the deferred treatment, they're on the hook immediately:
• A 16 percent increase in electricity rates can add $64 per month to summer electricity bills, and $500 or more to annual household electric power bills.
• FPL customers already have the option of purchasing "green" power for $9.75 per month ($117 per year) from the utility's Sunshine Energy Program, but few customers have signed up for the program; most of the program's money has gone to administrative and marketing costs. [hence the phrase 'green jobs']
Moreover, the utility must pay four times as much for solar power as it does for coal power. Adding increasing amounts of solar power to its energy mix thus means FPL will continue to hike consumers' energy bills.
And for all the additional cost, there's no proof this implementation of solar power will achieve its promised environmental benefit...

The Evolving Agenda of George Soros’s Democracy Alliance
Since its founding in 2005, the DA, a liberal donors’ collaborative that aims to create a permanent political infrastructure of nonprofits, think tanks, media outlets, leadership schools, and activist groups–a kind of “vast left-wing conspiracy” to compete with the conservative movement, has focused on fairly well-established pressure groups and political action committees (PACs). These bread-and-butter liberal groups have included:
Media Matters for AmericaBut now there seems to be a discernible shift in strategy by the DA, which was created by left-wing billionaires frustrated by John Kerry’s loss to George W. Bush in 2004. The Democracy Alliance’s “Letter of Interest” invited applications for the 2009/2010 giving cycle from all nonprofit groups on the left.
Center for American Progress
People for the American Way
New Democratic Network
Progressive Majority
Citizens for Responsibility and Ethics in Washington (CREW)
Center for Progressive Leadership
Association of Community Organizations for Reform Now (ACORN)
EMILY’s List
America Votes
Sierra Club
Center on Budget and Policy Priorities
It is unclear which groups applied because the Democracy Alliance is a secretive group. Its founder Rob Stein told a Hudson Institute panel at the end of 2006 that DA activities would become more transparent over time, but from what we can tell, that hasn’t happened. Of course, we’re not holding our breath waiting.

A taxing vote on inequality
Democrats have argued that high income earners should shoulder a disproportionate share of the tax burden. Republicans, conversely, have argued for and received relatively lower tax rates on capital gains from business activity and some forms of personal income; their argument has been that lower taxes on business and investment leads to job and income growth in the economy at large.
Both of these positions ignore a fundamental principle of our democracy and of justice in general: equal treatment under the law.
Attention to the principle of equality under the law will help to cut through all of the propaganda surrounding the tax code. All income should be taxed at the same rate, and loopholes and deductions should be kept to a minimum. In that way, Americans will be able to move as one when it comes to matters of mutual concern. One thing is for sure, when it comes to America's future, a divided stand on taxation will surely lead to our downfall...

The good news is that Barack Obama said on ABC Sunday that he might not go through with his plans to increase taxes.
The bad news is that the economy has to be mired in recession to avoid the largest tax increase in the nation's history.
[the real question is if the media will ever do it's job re: this guy - in this instance, asking him something like "you've been saying for months that increasing taxes on the 'rich' doesn't hurt the economy, so why now say you'll defer doing so if we're in a recession?"
I.e., blatant hypocrisy by Ob, blissful ignorance by the media]

CRISIS OF THE UNINSURED: 2008
[HT:SE]
According to figures from the U.S. Census Bureau, the number of uninsured fell from 47.0 million to 45.7 million. In fact, the proportion of people without health insurance was a percentage-point lower in 2007 than a decade earlier (16.3 percent in 1998).
The slight increase in the number of uninsured over the past decade is largely due to immigration and population growth -- and to individual choice:
- Nearly 85 percent (253.5 million) of U.S. residents were privately insured or enrolled in a government health program, such as Medicare, Medicaid, S-CHIP, etc.
- Nearly 18 million of the uninsured lived in households with annual incomes above $50,000 and could likely afford health insurance.
- Up to 14 million uninsured adults and children qualified for government programs in 2004 but had not enrolled, according to the BlueCross BlueShield Association.
That means that about 95 percent of United States residents either have health coverage or access to it.
A uniform tax credit would go a long way toward helping the remaining 5 percent afford coverage.

Grow Up
Conservatives, as well as liberals, would undoubtedly be happier living in the kind of world envisioned by the Left. Very few people have either a vested interest or an ideological preference for a world in which there are many inequalities.
Even fewer would prefer a world in which vast sums of money have to be devoted to military defense, when so much benefit could be produced if those resources were directed into medical research instead.
The only reason for rejecting the Left’s vision is that the real world in which we live is very different from the world that the Left perceives today or envisions for tomorrow.
Those who are insulated from that pain — whether by being born into affluence or wealth, or shielded by the welfare state, or insulated by tenure in academia or in the federal judiciary — can remain in a state of perpetual immaturity.
It is hardly surprising that young people prefer the political Left. But the mature can also fail to grow up, especially when surrounded in their work and in their social life by similarly situated and like-minded people.
Even people born into normal lives, but who have been able through talent or luck to escape into a world of celebrity and wealth, can likewise find themselves in the enviable position of being able to choose whether to grow up or not.
Should we be surprised that the strongest supporters of the political Left are found among the young, academics, limousine liberals with trust funds, media celebrities, and federal judges?

`Big Brother Government’ most ignored issue in 2008 presidential race
Lost in the personal smear slinging in the 2008 presidential race, is the increasing and alarming Big Brother Role of the government. While arguments heat up out on the hustings, the government has moved in with a billions of dollars bailout of the foundering Fannie Mae and Freddie Mac. The dangerous assumption that government can do something better than private industry, the massive involvement of government in something as basic as housing are all part of the larger question Dr. Tim Ball poses in this article.
Ball warns us that most contemporary governments now seek to remove personal freedom, coupled with the demand of more taxation:“At no time since World War II has the question of the size of government been more critical in a U.S. Election…”

Court: Palestinian Authority must pay U.S. family $116 million
Jerusalem - An Israeli court has ruled the family of an American couple killed in a terror attack can collect $116 million in damages from the Palestinian Authority. The ruling could set a precedent for a number of suits that have been filed against the Palestinian Authority in American courts. The court in Jerusalem ruled the Israeli government can legally implement a 2004 U.S. court ruling that found the Palestinian Authority liable.

Moose Blarney
Our pal Jay Nordlinger was on Irish radio yesterday, and several callers objected to Sarah Palin on the following grounds: The woman shoots moose, as did Teddy Roosevelt, a long time ago. Only in TR’s day, there were many more moose — Sarah endangers a species.
Absolutely backwards, but an interesting example of how the progressive mind prefers to obsess on entirely fictional crises...
There were far fewer moose in Teddy's day. Today there are more moose than a century ago, ...

One retraction, but many smears
The New York Times has now retracted the outrageous fabrication it printed on the front-page of Tuesday’s edition: that Sarah Palin was a member of the Alaska Independence party for two years in the 1990s.
Other papers around the world continue to print this falsehood (in London, the Guardian’s front page had a banner headline which read “My fellow Alaskans”) and other lies generated by left-wing smear blogs continue to be lapped up by many in the mainstream media.
No, Sarah Palin didn’t support Pat Buchanan in the 1999-2000 campaign; she was an official on the campaign of Republican presidential contender Steve Forbes.
No, her eldest son Track (who is deploying to Iraq this week) didn’t join the National Guard because he was a drug addict.
No, her daughters Willow and Piper aren’t named after witches on TV.
No, she’s not anti-Semitic. In fact, she has an Israeli flag in her office, and quietly turned up for services at a newly opened Wasilla synagogue to pay her respects.
No, she didn’t cut funding for unwed mothers, but increased it by 354 percent (and no, the Washington Post doesn’t appear to have corrected its story about this despite being asked to do so).
But, yes, she did try to cut her own salary by $4,000 a year when she was mayor of Wasilla; and yes, she voted against the $4,000-a-year raise while on the city council..

At the beginning of the short interview, Rice complimented the Alaska governor for her "terrific speech" at the Republican convention. ... Verjee pressed her on the experience question:
"...you can dispatch Vice President Cheney to deal with the Ukraine and Georgia. But Sarah Palin just won't be able to handle it."
In response to Verjee’s matter-of-fact statement, Rice replied, "There are different kinds of experiences in life that help one to deal with matters of foreign policy."

Energy Myths
[part 2]
Many in Congress seem either disconnected from reality or intentionally disingenuous about our energy crunch. They have well-honed negative responses to common-sense ideas about solving our energy crisis.
These responses are based on a number of widely held myths. Sadly, they've somehow [read: media] become the backbone of our energy 'policy'. They include:
• "Oil companies are sitting on 68 million acres of oil leases and refuse to drill."This is yet another slander of "Big Oil" - it's completely dishonest.
Oil companies have spent billions of dollars for those leases. Drilling has increased by more than 66% since 2000. They are searching for oil even as you read this. Some parts of those 68 million acres will have oil, but many have proven not to.
That said, 68 million acres is in fact a minuscule amount. Some 94% of federal lands — 658 million acres — remains off-limits to exploration. Another 97% — or 1.7 billion acres — of federal offshore properties likewise remains off-limits.
These lands contain tens of billions of barrels of recoverable oil. It's there for the taking, now.
As such, it's the height of irresponsibility for Congress to leave these lands off the table. It ensures we remain vulnerable to pariah petrostates like Venezuela, Saudi Arabia, Libya, Iran and others who wish us ill...

MEDICAID MONEY LAUNDERING
The scene of this crime is Medicaid; it turns out that states have been goosing their financing arrangements to maximize their federal payouts and dump more of their costs onto taxpayers nationwide. The swindle works like this, says the Journal:
• A state overpays state-run health-care providers, such as county hospitals or nursing homes, for Medicaid benefits far in excess of its typical rates. In fact, a new industry of contingency-fee consultants has sprung up to help states find and exploit the "ambiguities" in Medicaid's regulatory wasteland. All the feds can do is notice loopholes when they get too expensive and close them, whereupon the cycle starts over.
• Then the federal government reimburses the state for "half" of the inflated bills.
• Once the state bags the extra matching funds, the hospital is required to rebate the extra money it received at the scam's outset.

About 6.1 million Americans were covered through HSA plans in January 2008, up 35 percent over the same period a year earlier.
The increasing popularity of HSAs is a result of managed care's failure, says John Goodman, president of the National Center for Policy Analysis. adding that the best way to control health care costs is to put patients in control of more of their health care dollars.

Bar Association and Sen. Joseph Biden Enlist in War on Dads
The ABA represents lawyers who seek to win their cases, especially if they are profitable and result in verdicts that order transfers of money. A good example of a special-interest publication is called "10 Myths About Custody and Domestic Violence and How to Counter Them," which was produced "for use in litigation" by the ABA.
"10 Myths" is designed to teach lawyers how to win money verdicts against fathers by using false or misleading arguments masquerading as objective research.
The commission's Web site notes this disclaimer: "The ABA Commission on Domestic Violence does not engage in research, and cannot vouch for the quality or accuracy of any of the data excerpted here." Too bad the "10 Myths" flier doesn't include this disclaimer, too, because most of it lacks both quality and accuracy. [snip]
"10 Myths" denies the big problem that false allegations of domestic violence and child abuse are frequently used by women to win child custody, and that children can be coached to betray their fathers. "10 Myths" ignores the problem that family courts regularly deny custody and issue restraining orders against men based on a woman's unsubstantiated say-so and without giving the man fundamental due process rights.
Dr. Stephen Baskerville's landmark 2007 book, "Taken into Custody: The War Against Fathers, Marriage, and the Family" (Cumberland House), poignantly describes how attorneys advise divorced wives seeking child custody to accuse the father of abuse and obtain a restraining order barring him from the family home, knowing that she will never be punished for false accusations. [snip]
Senator Joe Biden, D-Del., has rushed to the aid of women who want free lawyers to help them make domestic violence accusations, and of lawyers seeking income from those cases. He is the lead sponsor of an extravagant new boondoggle called the National Domestic Violence Volunteer Attorney Network Act (S.1515)...

For US, a terror threat lurks in drug smuggling subs
KEY WEST, Fla. - Skimming just below the surface, they are extremely difficult to detect from surveillance aircraft or patrol boats. Their sleek design, up to 80 feet in length, can secretly carry several tons of cargo thousands of miles.
These "semi-submersibles," which exhibit some of the same characteristics as military submarines, mark a significant advancement in the ability of drug smugglers to slip past coastal defenses.
So far this year, the Coast Guard says it has encountered at least 27 such vessels headed toward the southern and western United States, more than in the previous six years combined, while far more are believed to have gone undetected, according to US military and law enforcement officials.
The growing number and increased sophistication of the vessels, officially designated "self-propelled semi-submersibles," has set off alarms at the highest levels of the US military and the federal Department of Homeland Security. Counterterrorism officials fear that what drug runners now use to deliver cocaine, terrorists could one day use to sneak personnel or massive weapons into the United States...

PROTECT OUR KIDS FROM PRESCHOOL
Is strapping a backpack on all 4-year-olds and sending them to preschool good for them? Not according to available evidence, say Shikha Dalmia, a senior analyst, and Lisa Snell, director of education policy at the Reason Foundation.
• In the last half-century, U.S. preschool attendance has gone up to nearly 70 percent from 16 percent. The results from Oklahoma and Georgia -- both of which implemented universal preschool a decade or more ago -- paint an equally dismal picture.
• But fourth-grade reading, science, and math scores on the National Assessment of Educational Progress (NAEP) -- the nation's report card -- have remained virtually stagnant since the early 1970s.
• A 2005 analysis by researchers at Stanford University and the University of California, Berkeley, found that kindergartners with 15 or more hours of preschool every week were less motivated and more aggressive in class. If anything, preschool may do lasting damage to many children, say Dalmia and Snell...
• Likewise, Canada's C.D. Howe Institute found a higher incidence of anxiety, hyperactivity and poor social skills among kids in Quebec after universal preschool.
